1954 doğumlu olan Yaşar GÜLER, Teğmen rütbesiyle 1974’te Kara Harp Okulundan ve 1975’de Muhabere Okulundan mezun olmasını müteakip 1975-1984 yıllarında çeşitli birliklerde Muhabere Takım ve Bölük Komutanlığı görevlerinde bulunmuştur.

1986’da Kara Harp Akademisinden, 1988’de Silahlı Kuvvetler Akademisinden mezun olduktan sonra Kurmay subay olarak sırasıyla; Yurt İçi Bölge Komutanlığı Harekât Başkanı (1986-1988), Kara Kuvvetleri Denetleme ve Değerlendirme Başkanlığı Plan Subayı (1988-1991), 12’nci Piyade Tümen Komutanlığı Harekât ve Eğitim Şube Müdürü (1991-1992), Silopi’de İç Güvenlik Tabur Komutanı (1992-1994), Bosna-Hersek Türk Tugayı Komutan Yardımcısı (1994-1995), Başbakanlık Askerî Başdanışmanlığı Proje Subayı (1995-1997), Napoli/İtalya’da konuşlu NATO Güney Bölge Komutanlığı Muhabere Başkan Yardımcısı (1997-1999), Barış İçin Ortaklık Eğitim Merkezi Komutanı (1999-2000), Genelkurmay Başkanlığı Tatbikatlar Şube Müdürü (2000-2001) olarak görev yapmıştır. 2001 yılında ise Tuğgeneralliğe terfi etmiştir.

TASKS, AUTHORİTY AND RESPONSİBİLİTİES


Within the scope of the Presidential Decree No. 1 on the Presidential Organization dated July 10, 2018, the duties and authorities of Turkish Mine Action Center are as follows:

1) To carry out studies in order to develop a national mine action plan comprising national policy, strategy, priorities and work plans, in cooperation with relevant ministries, institutions and organizations with the purpose of eliminating mine/unexploded ordnance threat, and submit it to the Minister for approval,

2) To implement the national mine action plan, monitor and control the activities conducted, take measures against any disruption,

3) To draw up, update, and publish national de-mining standards,

4) To ensure that mine and / or unexploded ordnance activities are carried out in accordance with national and international mine action standards,

5) To make a report to the Minister on developments regarding mine and/or unexploded ordnance activities,

6) To follow the proceedings conducted within the scope of legislative regulations in order to help mines and/or unexploded ordnance victims and to take steps in remedial measures when necessary,

7) To establish and operate information management system of mine action in order to monitor, manage and produce statistical data containing; the information relating the areas confirmed or suspected for containing mines and / or unexploded ordnance, survey activities conducted in this context, the impact of these areas on the region where they are located, the people of that region and our national interests, the benefits and drawbacks of demining these areas, data and reports on the areas demined, detailed and statistical data on mine and unexploded ordnance accidents and events, and those affected by them, the proceedings conducted and planned within the scope of mine risk education as well as any data required within the scope of mine actions,

8) To establish an information collection and analysis system in order to make detailed assessment regarding the mine and/or unexploded ordnance problem and its various impacts on society,

9) To develop the internal systems and procedures to be needed to ensure the effective management of the activities of the center,

10) To accredit entities to carry out mine and/or unexploded ordnance activities, and cancel the accreditations if a contrary situation is detected during the inspections,

11) To perform quality assurance and quality control activities and certification procedures,

12) To plan and manage humanitarian demining mine and/or unexploded ordnance activities to be carried out domestically and monitor their implementation in accordance with the certain principles,

13) To assign, monitor and control institutions, organizations, companies, commands/units to carry out all kinds of humanitarian mine activities within the country,

14) To determine policies for mine risk education for the purpose of preventing mine/unexploded ordnance accidents, plan these activities, monitor their implementation in accordance with the determined principles, and ensure their execution with relevant institutions and organizations,

15) To provide the required coordination and cooperation with institutions and organizations at home and abroad,

16) To perform other duties assigned by the Minister.
