Albay Hasan Mümtaz ÇEÇEN 1876 yılında İstanbul’da doğdu. Harp Okulundan 1893 yılında teğmen rütbesiyle mezun oldu. 26 Eylül 1896’da üsteğmenliğe, 19 Ocak 1899’da yüzbaşılığa, 27 Temmuz 1908’de kıdemli yüzbaşılığa, 27 Kasım 1911’de binbaşılığa terfi etti. 1897 Osmanlı-Yunan Savaşı ve Balkan Savaşı’na katıldı. 1914 yılına kadar ordunun çeşitli kademelerinde görev aldı. 23 Eylül 1916’da 34’üncü Kafkas Alayı 54’üncü Tabur komutanı oldu. 14 Aralık 1916’da yarbaylığa terfi etti, daha sonra 111 ve 110’uncu Alay Komutanlığına getirildi, müteakiben 17’nci Tümen Komutanlığına atandı. 1919 yılında 17’nci Tümen komutanı olarak Fransız ve Ermenilere karşı çeşitli muharebelerde bulundu. 1920 yılında 11’inci Tümen Piyade komutanı oldu ve bu görevde iken Kütahya, Uşak bölgesinde yapılan muharebelere katıldı. 25 Kasım 1920’de Konya Mevki komutanı, 8 Aralık 1920’de 57’nci Tümen komutanı olarak atandı ve bu görevde iken Denizli bölgesinde yapılan muharebelere katıldı. 12 Eylül 1921’de albaylığa yükseldi. 18 Ekim 1922’de Trakya’da Jandarma Bölge müfettişi, 25 Ekim 1923’te İstanbul Üstsubay Divanıharp üyesi olarak atandı. 25 Şubat 1931’de emekli oldu. Osmanlı Devleti ve Yunanistan tarafından verilen çeşitli nişan ve madalyalar ile TBMM tarafından verilen İstiklal Madalyası sahibi olan Albay Hasan Mümtaz ÇEÇEN, 3 Kasım 1941’de vefat etmiştir.
Colonel Hasan Mümtaz ÇEÇEN was born in İstanbul in 1876. He graduated from the Military Academy in 1893 with the rank of lieutenant. He was promoted to first lieutenant on September 26, 1896, to captain on January 19, 1899, to lieutenant commander on July 27, 1908, and to major on November 27, 1911. He participated in the 1897 Ottoman-Greek War and the Balkan War. He served in various echelons in the army until 1914. On September 23, 1916, he became the commander of the 54th Battalion of the 34th Caucasus Regiment. He was promoted to lieutenant colonel on December 14, 1916, and later became the Commander of the 111th and 110th Regiments, and subsequently was appointed as the Commander of the 17th Division. In 1919, as the commander of the 17th Division, he fought in various battles against the French and Armenians. In 1920, he became the commander of the 11th Infantry Division and while he was on this duty, he participated in the battles in the Kütahya and Uşak region. He was appointed as the commander of Konya Position on November 25, 1920, and as the commander of the 57th Division on December 8, 1920, and while he was on this duty, he participated in the battles in the Denizli region. He was promoted to colonel on September 12, 1921. He was appointed as Gendarmerie Regional Inspector in Thrace on October 18, 1922, and as a member of the İstanbul Senior Officer Court-Martial on October 25, 1923. He retired on February 25, 1931. Colonel Hasan Mümtaz ÇEÇEN, who was the owner of various decorations and medals given by the Ottoman Empire and Greece and the Medal of Independence given by the Turkish Grand National Assembly (TGNA), passed away on November 3, 1941.
