FAHRETTİN ALTAY
1880-1974
Orgeneral Fahrettin ALTAY 1880 yılında İşkodra’da doğdu. Harp Okulundan 1900 yılında teğmen, devam ettiği Harp Akademisinden 1902 yılında kurmay yüzbaşı olarak mezun oldu. 9 Mart 1904’te kurmay kıdemli yüzbaşılığa, 4 Nisan 1909’da kurmay binbaşılığa terfi etti. 1912 yılına kadar ordunun çeşitli kademelerinde görev aldı. Balkan Savaşlarında 19 Aralık 1912’de Büyükçekmece’de Donanma Komutanlığı refakatinde, Genel Karargâh Kurmayında ve Özel Harp Divanı Soruşturma Kurulunda, Temmuz 1913’te Çatalca Harekâtı’nda Aşiret Süvari Tugay komutanı olarak görev yaptı. Kasım 1913’te 4’üncü Kolordu Kurmaylığına, daha sonra sırayla Genelkurmay 3’üncü Şubesine, Genelkurmay 1’inci Şubesine, Anadolu Demir Yolları Komiserliğine, Harbiye Nezareti emrine, 1’inci Tümen Kurmaylığına atandı. 20 Ekim 1914’te 3’üncü Kolordu kurmay başkanı olarak atandı ve bu görevde iken Birinci Dünya Savaşı’na girildi. 29 Kasım 1914’te kurmay yarbay oldu. 28 Eylül 1915’te Harbiye Nezareti müsteşar yardımcısı, 14 Ekim 1915’te askerî protokol memuru olarak atandı. 14 Aralık 1915’te kurmay albaylığa terfi etti ve 2 Ocak 1916’da 5’inci Ordu emrine atandı. 25 Şubat 1917’de 6’ncı Tümen komutanı oldu. 22 Nisan 1917’de Vehip Paşa’nın maiyetinde Almanya’ya gitti. 3 Haziran 1917’de 26’ncı Tümen komutanı, 1 Mart 1918’de 15’inci Kolordu komutan vekili, 10 Nisan 1918’de tekrar 26’ncı Tümen komutanı, 7 Mayıs 1918’de 12’nci Kolordu komutanı, 12 Nisan 1919’da 3’üncü Kolordu komutanı, 13 Ekim 1919’da 12’nci Kolordu komutanı, 1920 yılında I. Dönem Mersin milletvekili, Temmuz 1921’de kolordu yetkisiyle 5’inci Süvari Grup komutanı oldu. 12 Eylül 1921’de tümgeneralliğe terfi etti ve bir gün sonra 13 Eylül 1921’de 5’inci Süvari Kolordu komutanı, daha sonra 1’inci Ordu komutan vekili, 15 Mart 1922’de Konya’daki 5’inci Kolordu komutanı olarak görev yaptı. 12 Eylül 1922’de korgeneralliğe terfi etti. 1923 yılında II. Dönem İzmir milletvekili olarak görev yaptı. 31 Ekim 1924’te 2’nci Ordu Müfettişliğine getirildi. 30 Ağustos 1926’da orgeneral olan ALTAY, 22 Kasım 1933’te 1’inci Ordu komutanı, 17 Aralık 1943’te Yüksek Askerî Şûra üyesi olarak atandı. 1944 yılında İran-Afganistan sınır anlaşmazlığında Türkiye ve ilgili hükûmetler tarafından hakemlikle görevlendirildi. 14 Temmuz 1945’te Yüksek Askerî Şûra üyesi iken yaş haddinden emekli oldu. 1946 yılında VIII. Dönem Burdur milletvekili olarak görev yaptı. Osmanlı Devleti, Alman, Avusturya-Macaristan İmparatorluğu ve Afganistan tarafından verilen nişan ve madalyalar ile TBMM tarafından verilen İstiklal Madalyası ve Takdirname sahibi olan Orgeneral Fahrettin ALTAY 26 Ekim 1974’te vefat etmiştir.
General Fahrettin ALTAY was born in Shkodër in 1880. He graduated from the Military Academy as a lieutenant in 1900 and from the Military Academy in 1902 as a staff captain. He was promoted to staff senior captain on March 9, 1904; and to staff major on April 4, 1909. He served in various ranks of the army until 1912. During the Balkan Wars, on December 19, 1912, he served under the auspices of the Naval Command in Büyükçekmece, at the General Staff Headquarters, at the Special Court Martial Investigation Board, and in July 1913, as the commander of the Tribal Cavalry Brigade during the Çatalca Operation. In November 1913, he was appointed to the 4th Corps Staff, then to the General Staff 3rd Section, to the General Staff 1st Section, to the Anatolian Railways Commissariat, to the command of the Ministry of War, and to the 1st Division Staff. On October 20, 1914, he was appointed chief of staff of the 3rd Army Corps, and while in this position, the First World War broke out. On November 29, 1914, he became a staff lieutenant colonel. On September 28, 1915, he was appointed as the deputy undersecretary at the Ministry of War, and on October 14, 1915, he was appointed as a military protocol officer. On December 14, 1915, he was promoted to staff colonel, and on January 2, 1916, he was assigned to the command of the 5th Army. On February 25, 1917, he became commander of the 6th Division. On April 22, 1917, he went to Germany in the employ of Vehip Pasha. On June 3, 1917, he became commander of the 26th Division; on March 1, 1918, acting commander of the 15th Army Corps; on April 10, 1918, again commander of the 26th Division; on May 7, 1918, commander of the 12th Army Corps; on April 12, 1919, commander of the 3rd Army Corps; on October 13, 1919, commander of the 12th Army Corps; in 1920, he was elected to the Parliament to represent Mersin in the first term; and in July 1921, he became the commander of the 5th Cavalry Group with corps authority. He was promoted to major general on September 12, 1921, and a day later, on September 13, 1921, he served as commander of the 5th Cavalry Corps, then deputy commander of the 1st Army, and on March 15, 1922, as commander of the 5th Army Corps in Konya respectively. On September 12, 1922, he was promoted to lieutenant general. In 1923, in the IInd Term Parliamentary Elections, he was elected Member of Parliament, representing Izmir. On October 31, 1924, he was appointed Inspector of the 2nd Army. ALTAY, who promoted general on August 30, 1926, was appointed as the commander of the 1st Army on November 22, 1933, and as a member of the Supreme Military Council on December 17, 1943. In 1944, he was appointed as an arbitrator by Türkiye and the relevant governments in the settling of Iran-Afghanistan border dispute. On July 14, 1945, while he was a member of the Supreme Military Council, he retired due to age. In 1946, he served as a representative of Burdur in Parliament during the VIIIth Term. General Fahrettin ALTAY, who was awarded medals by the Ottoman State, German Empire, Austro-Hungarian Empire, and Afghanistan, and the Independence Medal and Commendation given by the Turkish Grand National Assembly, passed away on October 26, 1974, in İstanbul.
