Tümgeneral Aşir ATLI 1881 yılında Kilis’te doğdu. Harp Okulundan 1903 yılında teğmen, devam ettiği Harp Akademisinden 1906 yılında mümtaz yüzbaşı olarak mezun oldu. 11 Ocak 1905’te üsteğmenliğe, 26 Eylül 1906’da yüzbaşılığa terfi etti. (Kurmaylığı 28 Mart 1911’de onaylandı.) 1911 yılına kadar ordunun çeşitli kademelerinde görev aldı. Trablusgarp Savaşı’na katıldı. 3 Kasım 1913’te Harbiye Nezareti Levazımat-ı Umumiye Dairesi 5’inci Nakliyat ve Sevkiyat Şubesi müdür yardımcısı, sonradan bu Şubenin müdürü oldu. 17 Mart 1914’te kurmay binbaşılığa terfi etti. 8 Nisan 1914’te Seyrisefain İdaresi genel müdür yardımcısı ve Genelkurmay deniz komiseri oldu. Birinci Dünya Savaşı’na bu görevle başladı. 23 Nisan 1915’te Irak ve Havalisi Komutanlığı Kurmaylığında 6’ncı Ordu Harekât Şube müdürü oldu. 14 Aralık 1916’da kurmay yarbaylığa terfi etti. 12 Eylül 1917’de 1’inci Alay komutanı, 2’nci Tümen komutan vekili ve ek görevle Süleymaniye mutasarrıfı, 27 Haziran 1918’de 2’nci Tümen komutanı olarak atandı. Millî Mücadele’de 14 Aralık 1919’da 23’üncü Tümen ve aynı zamanda Mart 1920’den itibaren İzmir Doğu Cephesi Kuvayımilliye komutanı, 4 Ağustos 1920’de Antalya bölge komutanı olarak görevlendirildi. 1 Mart 1921’de kurmay albay oldu ve aynı tarihte 16’ncı Tümen komutanı olarak atandı. 19 Eylül 1923’te 2’nci Ordu Kurmay Başkanlığına, 6 Kasım 1923’te 3’üncü Ordu Kurmay Başkanlığına tayin edildi.
5 Nisan 1925’te tümgeneralliğe terfi etti ve 15 Ağustos 1925’te Millî Savunma Bakanlığı müsteşar yardımcılığına getirildi. 27 Ağustos 1928’de tekrar 23’üncü Tümen komutanı ve iki ay kadar 4’üncü Kolordu komutan vekili olarak hizmet etti. 13 Şubat 1931’de 7’nci Tümen komutanı olarak atandı. 28 Eylül 1931’de kendi isteği ile emekliye ayrıldı. Sivil yaşamında; 1942-1943 yılları arasında Kütahya,
1949-1950 yılları arasında Gaziantep milletvekili olarak görev yaptı. Osmanlı Devleti, Alman İmparatorluğu ve Avusturya-Macaristan İmparatorluğu tarafından verilen çeşitli nişan ve madalyalar ile TBMM tarafından verilen İstiklal Madalyası sahibi olan Tümgeneral Aşir ATLI, 23 Ekim 1957’de vefat etmiştir.
Major General Aşir ATLI was born in Kilis in 1881. He graduated from the Military Academy as a lieutenant in 1903, and from the War College as a distinguished captain in 1906. He was promoted to rank of first lieutenant on January 11, 1905, captain on September 26, 1906. (His staff position was approved on March 28, 1911). He served in varied positions in the army until 1911. He participated in Turco-Italian War. On November 3, 1913, he became the deputy director of the 5th Transport and Shipping Section of the Office of the Quartermaster of the Ministry of War, and later became the director of this Section. He was promoted to the rank of staff major on March 17, 1914. He became deputy director general of Administration of Maritime Lines (Seyrisefain) on April 8, 1914 and naval police captain of the General Staff. He started the First World War with this duty. On April 23, 1915, he became the director of the 6th Army Operations Section at the Iraq and Its Vicinity Command Staff. He was promoted to the rank of staff lieutenant colonel on December 14, 1916. He was appointed as the commander of the 1st Regiment on September 12, 1917; the deputy commander of the 2nd Division and with additional duty as the mutessarif (governor of an ottoman province) of Suleymaniye; the commander of the 2nd Division on June 27, 1918. During the War of Independence he was assigned as the commander of the 23rd Division on December 14, 1919 and as the commander of National Forces (Kuvayımilliye) of Izmır Eastern Front from March 1920; the regional commander of Antalya on August 4, 1920. He became staff colonel on March 1, 1921 and was appointed as the commander of the 16th Division on the same date. He was appointed as the Chief of Staff of the 2nd Army on September 19 1923; the Chief of Staff of the 3rd Army on November 6, 1923. He was promoted to the rank of major general on April 5, 1925 and assigned as the deputy undersecretary of the Ministry of National Defence on August 15, 1925. He served as the commander of the 23rd Division on August 27, 1928 and deputy commander of the 4th Corps for about two months. He was appointed as the 7th Division on February 13, 1931. He retired on September 28, 1931 at his own request. In his civilian life, he served as deputy for Kütahya between 1942 and 1943; for Gaziantep between 1949 and 1950. Major General Asir ATLI who had various decorations and medals decorated by the Ottoman Empire, German Empire and the Austro-Hungarian Empire as well as the Independence Medal decorated by Turkish Grand National Assembly (TGNA), passed away on October 23, 1957.
